Economic Development Project Manager

PURPOSE: 

The Economic Development Project Manager helps the Economic Development Specialist grow the economy of Memphis and Shelby County by assisting with relocation/attraction, expansion and start-up projects with local, national and international entities.  The Project Manager is directly involved assembling, analyzing and packaging applications for assistance through EDGE incentive programs, as well as follow-up and documentation of approved projects..

ESSENTIAL FUNCTIONS:

·         Assist Economic Development Specialist and applicant complete Payment In Lieu Of Tax (PILOT) and/or loan fund application process.

·         Prepare written recommendations for Economic Development Specialist.

·         Process all paperwork and maintain files in good order.

·         Maintain good understanding of all major local, state and national business incentive and assistance programs.

·         Coordinate with other local, state and federal development-related entities, as well as finance, real estate, legal, accounting and other professionals, to assist relocation/attraction, expansion and start-up projects.

·         Prepare credit analysis of loan request.

·         Monitor monthly loan reports and proactively is involved with loan asset quality, loan documentation, and collateral inspection.

·         Communicate with proper authorities to ensure compliance with all reporting agencies.

·         Perform research as requested.

·         Assist in the development and implementation of marketing strategies to attract new or expanding businesses.

·         Assist in the preparation of materials to inform the EDGE board, public officials and others about development-related activities, and participates in briefings and presentations.

REQUIREMENTS:

·         Bachelor’s degree in business, communication, real estate, public policy, or related field.

·         Three years of work experience in economic development, banking, finance, real estate, business, planning or related fields.

KNOWLEDGE, SKILLS, & ABILITIES:

·         Excellent communications skills, oral and written. 

·         Excellent time management skills.

·         Ability to make independent decisions related to project management.

·         Strong analytical, problem solving, and negotiation skills.

·         Strong Excel software kills

·         Ability to understand financial statements in order to perform credit analysis and financial underwriting.

·         Demonstrated experience in commercial loan documentation, preparation and review a plus.

·         Ability to plan, organize and manage multiple priorities.

ENVIRONMENTAL REQUIREMENTS:

·         Work is conducted in typical indoor office environment, though visits to and tours of retail, commercial, manufacturing, distribution, medical, educational and other facilities are a regular part of the work.

OTHER REQUIREMENTS:

·         Must have personal automobile for daily use.
