seeks qualified candidates for the position of

Port Commission Operations Manager

 

Title: Operations Manager, Memphis & Shelby County Port Commission

 

Essential Job Function: Works under the general direction of the Port Commission Executive Director. Directs, coordinates, and exercises functional authority for planning, organization, control, integration, and completion of projects within areas of assigned responsibility. Reviews project proposals to determine project objectives, time frame, and funding limitations. Assist with negotiating consulting fee and prepares contracts according to project scope and budget; reviews designs and submittals with consultants and Port Commission personnel to ensure sufficiency of design in meeting Port Commission needs and requirements; assists in the preparation of bid documents and helps analyze bids received, and make recommendation for bid selection; confers with consultants and contractors to provide direction and resolve problems; review contract drawings to ensure adherence to general requirements; review all pay requests for contractors and consultants to monitor expenditures, and to ensure that change orders are prepared for appropriate work; inspect project site to monitor project progress, to monitor adherence to contract requirements, and to approve quality of work; maintain data base on project status; and prepares interim and completion report. Direct Port Commission outside maintenance personnel as necessary to achieve goals and objectives as directed by the Executive Director

Other Functions:

 

         Review and inspect Port Commission property and facilities and report on same on an annual basis.

 

         Supervise facility repair, continuance of maintenance agreements or alteration of existing facilities, including the establishment of relevant cost estimates.

 

         Coordinate construction and maintenance of dredge management areas for the annual placement of material from McKellar Lake and Pidgeon harbors. Calculate dredge volume and retention site impact.     

 

         Coordinate environmental and construction permitting and inspections processes with local, state and federal agencies and legislative bodies concerning projects as assigned.

 

         Supervise outside maintenance personnel as necessary to complete assigned tasks.

 

         Perform any and all other work related tasks as assigned by the Executive Director.

 

         Perform land and hydrological surveys necessary for the calculation of dredge volumes.

 

         Write and review civil project specifications in accordance with Corps of Engineers, Tennessee Department of Environment and Conservation and the Environmental Protection Agency

 
Required Skills: 

Typical Physical Demands:  Monitoring of project sites will require prolonged outside supervision in seasonally adverse weather conditions that could be physically strenuous. The position requires regular physical inspections of construction sites which involve walking over construction materials and climbing ladders and riding in lift baskets to heights of 40í to work on cameras and to inspect roofs. The position requires the use of a personal computer. The position requires communication on a regular basis with contractors and consultants.

 

Typical Working Conditions:  Work will be performed as necessary in both office and outdoor environments as assigned.

 

Minimum Qualifications:  Bachelorís degree in engineering, or building construction and Five (5) years of progressively more responsible experience which was primarily involved in project management; or any combination of experience and training which enables one to perform the essential job functions.

 

Preferred Qualifications:  

 

         Experience in administering or monitoring construction projects   

 

         Experience in human resource management, including leadership positions over groups of varying sizes.  

 

         Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists.

 

         Familiarity with provisions and applications of federal, state and local environmental regulations and requirements.
